Medicaid is a publicly financed source of health insurance and long-term care coverage for certain eligible population groups. After employerbased coverage, it is the second largest source of health coverage in the nation. Medicaid is anticipated to cover 8.3 percent of Colorado???s population in 2005, at a cost of $2.6 billion.

Small group health insurance premiums increased an average of 84 percent between 1996 and 2002 in Colorado as well as the nation.
Although the Federal Poverty Measure is the most common and widely used measure of economic distress, it is not necessarily the most realistic measurement of what a working person or family needs to earn in order to be self-sufficient, i.e., to meet their most basic needs without any public or private assistance or supports. One alternative measurement of economic well-being is the Self-Sufficiency Standard.
