President

Scott has served as president of the Bell Policy Center and the Bell Action Network since August 2016. Scott leads a talented staff who plays a major role in fiscal reform, education policy, economic security, and other issues affecting Coloradans. Previously, Scott was deputy chief of staff to Gov. John Hickenlooper and chief of staff to both Lt. Gov. Joe Garcia and Lt. Gov. Donna Lynne. He worked in the governor’s office from 2013 to 2016, advising on health care, education, and workforce development. Before that, Scott spent eight years in leadership positions at SEIU and Colorado WINS. He also has worked as a lobbyist and served four years as director of communications and press secretary for the Colorado House Minority Office. Scott graduated from George Washington University with a bachelor’s degree in Middle East studies.

DIRECTOR OF STRATEGY & OPERATIONS

Julie has more than 20 years of experience in fundraising, marketing, strategy, and management for nonprofit organizations. Before joining the Bell in 2013, she was director of development for the Family Resource Center Association, a statewide network of community-based family resource centers. She previously led her own consulting practice serving a variety of non-profit and progressive political organizations. She has also served in leadership roles for Mercy Housing’s Colorado and national offices and led the fundraising program at Water for People. Julie holds a bachelor’s degree in English and mathematics from Grinnell College. She serves on the board of Families Forward Resource Center.

Communications Director

Alicia Caldwell

Alicia joined the Bell in 2022 with two decades of experience in Colorado’s political communications ecosystem. With a masters degree in journalism from Northwestern University, Alicia worked as a Reporter & Editorial Board Member at The Denver Post, and lead communications for the Colorado Department of Human Services & Rocky Mountain Human Services before coming to the Bell. When she is not building media relations and leading communications strategy, Alicia is an avid athlete, competing in triathlons around the country.

Fiscal Advocacy & Special Projects Manager

Joshua joined the Bell in 2018 as the Rapid Response Policy Analyst and works with the research team, as well as assists with communications and outreach by writing and developing content. Prior to working at the Bell, Josh was at the Wilderness Society in both Washington D.C. and Denver, where he worked on public lands, energy, and climate change policy. In the nation’s capital, he also worked in Congress focusing on sustainability and energy conservation. Joshua is originally from Sacramento, California and graduated from UC Santa Barbara with a bachelor’s degree in history.

Andrea has served in the nonprofit field for several years. Beginning her career performing direct social services, Andrea has worked with individuals experiencing chronic health conditions and homelessness, as well as communities impacted by natural disasters. Prior to joining the Bell Policy Center in 2018, Andrea contributed to the policy and advocacy work of several Colorado organizations. Andrea has a bachelor’s degree in political science, history, and economics from the University of Pittsburgh, an MSW from the University of Denver, and recently received an MPA from the University of Colorado Denver.

Graham came to the Bell Policy Center with a depth of experience locally, growing up in Fort Collins and working as a Policy Fellow in the office of Sen. Hickenlooper, as well as internationally as an Economic Intern for the U.S. Department of State and graduate of Johns Hopkins University’s School of Advanced International Studies. Throughout Graham’s travels, he has utilized an expertise in economic data analysis to research and develop policies that raise people up and reduce inequality. 

Finance and Operations Associate

Hannah Zippin

Hannah has primarily worked for nonprofit and trade associations, supporting various groups, including mortgage bankers and architects. She has also worked at the state level, managing licensure and certification of Colorado’s nurses and mental health professionals. Originally from Washington D.C., Hannah moved to Denver in 2012 for more mountain access. She graduated from James Madison University with a degree in communications.

Policy Analyst

Perrine Monnet

Perrine joined the Bell after returning to Colorado from Washington D.C. where she attended Georgetown University McCourt School of Public Policy, and worked as an Analyst for the World Bank Group and Research Fellow for ResearchEd. Before that, Perrine put down roots in Colorado’s progressive ecosystem working as an intern at New Era Colorado and then as Community Organizer Fellow for Boulder’s green energy initiative to municipalize the electric utility.

Design Manager

Carrie joined the Bell with more than 10 years of nonprofit marketing and design experience. She studied journalism at Central Michigan University and worked as a reporter in Michigan before moving to Denver in 2012. She previously supported the marketing, fundraising, and design efforts at a number of Colorado nonprofits before the Bell, including Girls Inc. of Metro Denver, Art Students League of Denver, and Friendship Bridge.
